determined to destroy Western influence in the East, have been provided with an organisation, and have received assistance and advice, which formerly were not available. Russia's agents and the Javanese nationalists have thus been able to join hands in pursuit of a common object the ultimate elimination of foreign control in the East Indies. Except in so far as the Javanese nationalists have become imbued with Communistic ideas

resulting from their contact with Canton and Moscow, the recent agitation in the Dutch East Indies is not Communist, it is a nationalist and anti-foreign movement which derives its impetus from Communist exploitation of political issues and real or supposed grievances against the Dutch administration.

With Indian sedition there appear to be no points of contact, but the existence of a considerable Chinese population, consisting of Dutch-born Chinese and

immigrants from South China, has rendered possible a

close liaison between the Javanese and the Chinese

nationalists. The Dutch authorities have banished a

number of Chinese subjects who have participated in

the Communist and anti-foreign agitation, but what it

is powerless to eliminate is the pernicious influence

of Canton, from which place the Javanese Communists

have in thepast been deriving their inspiration.

3. The Dutch Government was at first

reluctant to take strong measures, but the trend of

events has since compelled it to act. The strongest

weapon in its armoury appears to be the Royal decree

enabling the authorities to restrict the right of

assembly
